Staff say that’s the case with two clubs — a former strip joint on Piccadilly St. that’s now a high-end nightclub and Royal Lancasters, on Dundas St., adjacent to a library branch.
Their reported dormancy means their licences are revoked — opening the door for politicians to drop the city-wide cap.
